The project’s policy agenda, which was made available online in “Mandate for Leadership: The Conservative Promise,” includes a chapter by Ken Cuccinelli, the acting deputy secretary of Homeland Security under the Trump administration, that suggests modifications to FEMA. The recommendation is for FEMA to either be transferred to the Department of Transportation or, if it is merged with the Cybersecurity and Infrastructure Security Agency, to the Department of the Interior.
